Babies' Bill Briefing

The “Infants, Parents and Carers Bill” is a Private Members’ Bill sponsored by Sir Desmond Swayne MP.

 

Its Second Reading is scheduled for 4 September 2026.

​

The full Bill text is currently being written. It is intended to give a stronger statutory footing to services in pregnancy and early childhood. It also puts expectations on Government to assess the needs of babies and their families, and to report annually to Parliament on progress in meeting these needs.

​

We are calling on MPs to:
 

  • Attend the Bill’s Second Reading on Friday 4th September.
     

  • Speak in support of strong statutory foundations for services during pregnancy and the earliest years.
     

  • Call for the Bill to require Government to report on progress in improving outcomes and tackling inequalities, not just the provision of services.
     

  • Support the Bill’s progression so its provisions can receive detailed scrutiny.
