Every child matters, but not every child gets
a fair start
Early childhood matters in its own right.
Our earliest years are also a time of extraordinary growth and development. The experiences we have during this time can shape our health, wellbeing and opportunities throughout life.
In the UK today, too many babies’ and children’s earliest experiences and opportunities are limited by the circumstances in which they are born.
We need to expect better for all of our children.
Parents and carers want the best for their children. But not every family has the time, resources, support and security they need.
Poverty, insecure housing, discrimination, poor health and a lack of accessible services can all make it harder for parents to provide their children with nurturing care and positive opportunities.
Babies and young children can have profoundly different experiences, opportunities and outcomes depending on things like their family income, ethnicity, health and where they live.

Nurturing relationships
Responsive love and care from consistent adults who keep children safe and help them to play, learn and explore the world.
Good health and wellbeing
The conditions for good health, including nutritious food, clean air, green space and access to healthcare.
Security and stability
Emotional and physical safety, a secure home and the material resources that families need.
Opportunities to play

Time and space to play, socialise, explore and learn through everyday experiences and high-quality early learning and care.
The opportunity to belong
Freedom from discrimination and supportive communities where babies and young children are valued, included and heard.
Change is possible
Early inequalities are not inevitable. We know more than ever about what babies and young children need to thrive, and there is much to build on.
With the right priorities, investment and long-term action, we can create the conditions families need and give every child a fair start.
